Sometimes, when creating a bug, one realizes that more information is needed to complete the bug report, and the bug should not be reported without this information. However, if a lot of information is already entered on the page, and gathering the information requires something like a reboot, a relogin, or a restart of the web browser, it is impossible to get the additional information without losing the information already entered. To handle this situation, an option to save a bug as a draft is needed.

Note: I am an enduser; I have never administered a Bugzilla installation. I searched the Bugzilla manual and it appears that this functionality does not exist, but forgive me if I'm wrong.
It would be a good idea if admins could enable or disable this feature. Draft bugs should expire after, say, 90 days. Since it could encourage users to save bugs as drafts and then forget to report them, it should be possible for admins to easily check how many draft bugs are saved and how many have expired in, say, the last week.
