I noticed this on Webkit's bugzilla with 4.0b10 on Mac. Simplified test case attached.
With the textarea focused, move the mouse to the button right below it. For me this causes part of the focus ring to disappear. See the screen shot I'll attach next.

Happens in 3.6 too. Likely mac-only...
