Currently, demos flagged for content problems show up as entries in a flag queue accessible under the Django admin pages. But, there are no other notifications of flagged demos. So, email (or some other kind of) notifications should be added to the content flagging app. However, who should get those notifications? How should subscriptions to those notifications be managed?

At the very least, all admins should get a notification of any flagged content so we can all have a chance to act on it (to review, delete, reopen, etc). It will be nice to have an option in your django profile to opt-out of admin notifications so those that don't want to see email can do that. I'm also thinking it would be good to notify the author for things like this as well.

If we can hack it, this would be nice for 0.9.5

Enable a user's "Content flagging email" in their profile (e.g., https://developer-stage9.mozilla.org/admin/devmo/userprofile/13/) and flag a demo. The user should receive an email notification with a link to the flag.
