News server groups not being populated the 1st time after migration on secure port 563.

Overview:
We're not populating the mail/news folder pane with the newly migrated
newsgroups after we migrate a profile from 4.x on secure port 563.
Steps to Reproduce:
1. Create a profile in 4.7x, making sure you have a secure server like
secnews.netscape.com with SSL checked and running on port 563.
2. Convert this profile to 6.0 with either ./netscape -installer or netscp6.exe
-installer or on mac by dragging Profile Migration to Netscape 6.
3. After migration of your profile, check your folder pane listing. You'll
notice that secnews.netscape.com does indeed get migrated, but no newsgroups are
listed underneath the server. (Evident by no-twisty).
4. Note: that you *will* see this list populated on exit and then by restarting
the application normally.
Actual results:
We're not displaying the user's subscribed groups underneath their server.
Expected results:
Upon migration, users should see their subscribed newsgroups underneath their
server.
