Mac OS: Switching windows with cmd+` doesn't work when in Japanese Romaji (Kotoeri) input mode

When in Japanese Romaji input mode (part of Apple's Kotoeri package), pressing cmd+` to switch among active windows will only switch among the two topmost windows.  Cmd+shift+` still works as it should to go backwards.

Reproducible: Always

Steps to Reproduce:
1. Install Kotoeri (Japanese input) in Mac OS X.
2. Switch to Romaji input mode.
3. Open three or more Firefox 4 windows.
4. Press cmd+` (backtick) to cycle among them.
Actual Results:  
Repeatedly pressing this shortcut will only cycle between the two topmost windows.

Expected Results:  
Repeatedly pressing the shortcut should cycle among all open windows, in order.
I can't reproduce this on FF27, OS X 10.9.2.  Could it be related to bug #618408 comment 10?
