This happens when using new windows instead of tabs, tabs on top, and any link targeted to a new window.  See screen shots for comparison.

Reproducible: Always

Steps to Reproduce:
1. Go to Options > Tabs and uncheck "Open new windows in a new tab instead."
2. Set "Tabs on Top".
3. Open the specified quackit.com page and click the "HTML Help" link.
Actual Results:  
New window opens with tab and tab controls pushed up a few pixels such that the tops are cut off.

Expected Results:  
Tabs and related controls in new window should appear just like in any other window.

This does NOT happen when Shift-clicking a link or right-clicking and choosing "Open Link in New Window".  It's only a problem with links hard-coded to open in a new window.  This is also reproducible if you open the Add-ons Manager, go to "Get Add-ons", and click the "See all" link next to "Top Add-ons" or "Featured Personas".
