When you open a link in a new window, and then put it into the background while
continuing to read in the parent window, the new window will pop on top when it
first establishes contack with the site it is downloading from. At this point
the new window will not have any actual contents, and so it is only annoying you
Reproducible: Sometimes
Steps to Reproduce:
1. Pop open a link in a new window
2. Put the parent window back on top and peacefully continue to read
Actual Results: The new window will put itself on top when it establishes
contack with the site
Expected Results: Just let the new window stay at the back

The debian bug includes a bugzilla bug number for this problem in the comments....
