Surprisingly, this is by design. The current model is for a "closed a tab by mistake" use case. Technically, more closed tabs can be re-opened and if you have a hard keyboard, SHIFT+CTRL+T will bring them all back. Not blocking. An add-on could provide this in the Fennec 4 timeframe. We can look at it post-4.0 for in product.
