This is easily reproducible. My bookmark toolbar is showing, and it has items that are menus. I try to load a web page that I know is slow to respond... and during the time the page is loading, clicking on any of the menu items in the bookmark toolbar does nothing. The buttons seem to be pressed, but the menu does not open. Only when the page loads do the menus open again.
I've tested this on two Ubuntu machines. Both x86 and x86_64. This has happened for many Firefox 4 Betas, not just this one. I finally realized that I should only a bug, because you don't know about it. :)

I am unable to reproduce issue. Can you try it on a clean profile:

It is absolutely reproducible with a clean profile.
Ubuntu 10.10 AMD 64. Firefox 4.0b12pre, 2011-02-23.
1. Started a new profile by running firefox-4.0 -p
2. Made sure the bookmarks toolbar was showing (View menu)
3. Created a new folder on the bookmarks toolbar, with nothing in it
4. Entered a site address in the URL, hit enter.
5. While the site was loading, I quickly clicked on the folder button in the toolbar. The first few tries did not work -- the button showed the UI response to being clicked, but the menu did not appear. Only after a few seconds, when the site started to be rendered, did the clicking actually open the menu.
This effect does happen all the time to me, on two different machines, as stated.

The recent update (Feb 24) seems to have made things worse. I've had a few times in which the bookmarks toolbar buttons have not been responding at all (they seem to press, but do not open the menu). Restarting Firefox has got them working again.

I finally managed to reproduce the issue you have described - it has a small occurrence rate.

Hm, for me it happens very frequently. I do have a lot of bookmarks in the toolbar -- could that be a catalyst?
Theory: all bookmarks are being scanned or somehow checked before opening a bookmark menu. If a page is being loaded, then all threads are busy there, which is why the open menu operation is being blocked.

It would be sad to see Firefox 4 ship with this bug. It turns the otherwise zippy browser sluggish and unresponsive.

Bug still exists in Firefox 5.
Easy way to reproduce:
1. Create a "New Folder" on the bookmarks toolbar.
2. Add a lot of bookmarks to it.
3. Go to a very slow web page (here's a "good" one: http://ynet.co.il) and immediately try to click the folder button on the bookmarks toolbar. The button will respond visually but will not actually open the folder until the entire page is loaded.

WFM on latest Firefox 59 on Windows. Probably helps now that we have multi-process firefox, loading pages in a different process.
