It should not silently save the file because it would be incomplete. Some users might be surprised if there are missing files.
i think it saves the web page then the images then the scripts, then it changes the text in the HTML file to the new local locations, but since the script is not available it aborts without changing the HTML file to the local images. i have to do it manually or i can remove the script reference in the downloaded HTML file and do the page save again, but this is not convienent and really it is a bug.

forgot to add that JPG files can be saved as JPEG and need renaming back to JPG also. REN *.JPEG *.JPG does the trick
