Details
All we need to do is add a LocaleField to the Profile model and then activate that locale when we email people.

Verified locale language option displays in profile- but user notifications are not in selected language. Checked notifications for forums and kb edits.

This bug was specifically to get the selector there, bug 618608 will actually fix the non-localized email.
