(1) Load https://bugzilla.mozilla.org/attachment.cgi?id=516431
(2) Click the "Dance" button
If things work properly, the page is supposed to autoscroll itself right/down alternately, at 1Hz. Sometimes though the scrollBy(0, +dy) is ignored; when that happens, the page only scrolls itself to the right.
I haven't seen scrollBy(+dx, 0) be ignored.

None of the pages I frequent are affected by this, so no rush to fix unless it's evidence of a deeper problem.

The pattern I've noticed happening pretty consistently while testing bug 630743 is
- load the page
- vertical scrolls are ignored
- reload page (using URL bar icon)
- vertical scrolls start being honored
