puppet failures in prod due to global vars

err: Could not retrieve catalog: Could not find file /scratchbox.pp at /etc/puppet/manifests/packages/scratchbox.pp:37 on node linux-ix-slave06.build.mozilla.org
I'm not sure what's causing this, btu re-running puppet will fix it, so it's likely to have to do with global variables and the order the .pp files are parsed.
