It's the first choice, so my eyes are drawn toward it, and in my head I read it as "Start a new session with all these tabs that you meticulously clicked." Reproducible: Always

FWIW, you can click the back button after pressing "Start New Session" to go back to about:sessionrestore and then restore from there. Hidden but (I believe) intentional.
