When using tear away tabs, the new window has tabs in the title bar when the window is not maximized

Reproducible: Always

Steps to Reproduce:
1. Enable tabs on top
2. Maximize your browser window
3. Tear away a browser tab into a new window
Actual Results:  
Tabs appear in the title bar

Expected Results:  
Tabs should not appear in the window is not maximized

 Mozilla/5.0 (Windows NT 6.1; rv:2.0b13pre) Gecko/20110313 Firefox/4.0b13pre

I forgot that the window needs to be in full screen
