Regression from mozharness 0.3.
Fixed for rc1 build 3.
Will be permanently fixed when this patch lands.
(details:
* LocalesMixin.query_locales() sets self.locales to the list of non-en-US, non-multi locales.
* MaemoDebSigner.query_locales() calls LocalesMixin.query_locales(), and returns that + en-US + multi the first time, but subsequent times just returns self.locales
* If we re-set self.locales to be locales + en-US + multi, we won't skip uploading those two repos.)
