SeaMonkey 2.0.13 builds will be created shortly and the release needs relnotes when it appears.

Did the following steps:

* > cp -a src/releases/seamonkey2.0.13 src/releases/seamonkey2.0.14
* > rm -rf src/releases/seamonkey2.0.14/CVS
* Edit src/releases/seamonkey2.0.14/relnote.var and updated the versions
* Edit src/releases/seamonkey2.0.14/changes.en.html and updated the URL
* > cvs add src/releases/seamonkey2.0.14
* > cvs add src/releases/seamonkey2.0.14/*.*
* Go to http://dev.seamonkey.at/#radars
  Click "All release radars"
  Click "(l)" in "fixed" column of 2.0.13 (visible only with privileges)
  Click "Raw text for pasting to release notes" at the bottom of this list
  Copy that HTML into src/releases/seamonkey2.0.12/changes.en.html
* > cvs ci -m "Create 2.0.13 relnotes"
src/releases/seamonkey2.0.13 src/releases/seamonkey2.0.14

Note: In the last step I forgot to add the bug number.

Additionally I added " Release Notes" to the title value of the 2.0.13 and 2.0.14 index pages, in accordance with 2.1b2. I didn't list it above since it will not have to be taken into consideration for future releases.
