If you have multiple displays, then 1 of them is Primary, and other displays are Secondary. If you open Firefox window on any Secondary display and try to scroll anything there by using mouse wheel - nothing will happen.
Reproducible: Always
Steps to Reproduce:
1. Get more than 1 display.
2. Open Firefox window on Secondary display.
3. Try to scroll anything using mouse wheel.
Actual Results:
Scroll is not working (though auto-scroll works, if you middle click an empty area on the page).
Expected Results:
Scroll should be working.

it's not related with AT support so disability access is not proper component. I'm not sure about suitable component so it makes sense to move it under General, at least you have more chances the bug will get into right hands.
