Once Fennec 4.0 ships, we no longer support Fennec 1.1 or prior. This means we can shut down the Mobile1.1 tinderbox page and 1.9.2 builds/tests.

All that's left after this is ~3 more 4.x releases on 0.7 code, then we have an hg rm party.
