This is understandable. The Persona was created when ICUI wasn't even on paper. See screenshot for details.
Now, the solution is tricky, because both logics can by applied, but they are against each other. I'm voting for number one, but that decision is up to UX team.

As you can see, Persona is displayed in tab bar, but after that it is just cut off. Since ICUI doesn't contain page content and it's basically only chrome, this is causing inconsistency with it's behavior in the rest of UI. This will becaome noticeable even more when bug 590945 lands; there will be one unskinned "hole" in the middle of Persona skin.

Bug 645842 will be partially resolved or fix by Bug 620963 - Apply persona to about:addons specific chrome.

There's no other in-content UI besides about:addons at this point, so this is a straight duplicate of bug 620963.
