we need some addtional refinements to the chart to make it a bit more useful.

there might be bugs on file for this, but jot stuff down here just in case they are not.

we need to be able to specify date ranges and throttle values for each release

 e.g.

 version   date range            throttle_value

 4.0    2011-03-14  2011-03-29   100%
 4.0    2011-03-29  2011-03-30    10%
 3.6.15 2011-03-22  2001-03-30    10%

the graph would then align all the start dates so we could see the profile of the crash per 100 user calculation over the lifetime of the release, and it would allow us more accurately show the crash rate when we change the throttle rate for a given release.   this also probably has impact on the way we enter and keep track of throttle rates in the admin panel.
