After changing History preference to Never Remember, Firefox won't give you an option to delete your existing history pages. You need to re-enable storing visited pages then delete the pages first prior to setting your History to Never Remember. This should not be the case. Regardless of your history preference, except when empty, it should give you an option to delete some or the entire existing browsing history. 

Reproducible: Always

Steps to Reproduce:
1. Make sure you have Browsing History enabled.
2. Set History to Never Remember.
3. Delete History is disabled.
Actual Results:  
Cannot delete existing browsing history after setting the History Preference to Never Remember. BROWSING HISTORY STILL EXISTS AFTER DOING SO.

Expected Results:  
User should still be able to delete browsing history even if it is set to Never Remember to FULLY DELETE THE BROWSING HISTORY.

Tested on all platforms. Build is the problem.
