Bug 525438 made some relatively big changes to the l10n repack code. We'd like it to be backported to at least mozilla-2.0, but it needs to be tested first. We should do a full test release off of m-c to do this, so we test repack code + l10n verify/update verify.

Since bug 525438 has been through the whole train cycle multiple times now, I suspect this bug is irrelevant and can just be retired. m-2.0 is also no-longer-used, so no need to backport.
