Instead of opening a new browser window if one (1) is open, and switching back
to the previous browser if two (2) are already open; an option to always open a
new browser (like Ctrl+N) when clicking on the Navigator icon (which should be a
Mozilla) on the taskbar toolbar.  This is for people who mostly use their mouse
to surf and can't easily do a Ctrl+N with one hand (I'm being serious).

Reproducible: Always
Steps to reproduce:
1. Have only one browser window open.
2. Click on browser icon on the taskbar toolbar.
3. A new browser opens, cool.
4. Again click on browser icon on the taskbar toolbar.

Actual results: The first window now has focus again.

Expected Results: If the option is set, a brand new browser window opens -
focused for typing in a new URL.
