Missing scroll bar in preferences

Details
Go to menu "Edit" -> "Preferences..."
Open up "Appearances"
Open up "Navigator"
Open up "Composer"
Open up "MAil and Newsgroups"
Open up "Advanced"
Notice that a vertical scroll bar is missing, even though there should be one.
Focus on "Passwords" and press "down" twice to see that the cursor diapears
downwards.
Version used:
Mozilla/5.0 (Windows; U; WinNT4.0; en-US; 0.7) Gecko/20010109
If you click again, scrollbar appears.
