WebGL on Optimus was disabled in bug 636870, and it was asked that a bug be filed on re-enabling it. Seems that got overlooked, so I'm filing this.
(Hope I'm doing the right thing. Don't actually have a machine with Optimus myself)

fwiw, Optimus WebGL works fine here, though setting prefer-native-gl seems to be a little better. I may just be getting the intel d3d/opengl driver though (which with sandy bridge seems to work fine, it's just slow).

WebGL is using OpenGL instead of ANGLE/D3D on Optimus, but isn't currently disabled. Closing for now, although this would become a valid bug if we ever decided to blacklist OpenGL altogether on Windows.

I believe we have blacklisted native GL altogether.

Er, Benoit tells me that we still use native OpenGL.
