with the push to remove enablePrivilege from our codebase, we need to convert our test harnesses and tests to use specialPowers or other mechanisms.

Is this still a problem?
jsreftests proper doesn't use enablePrivilege only one reference in the reftest harness (the sandbox evaluation) and a handful of actual reftests use it.
