Details

In order to get feature parity between the HTML and XML Web content loading code paths, write a new set of expat handlers that generate tree ops that feed into nsHtml5TreeOpExecutor.

The new code should use the new expat driver from bug 651049 for Web content and the driver from bug 651050 for chrome: URL-based XML content that can be localized using the DTD mechanism.
