OS: Android 2.3.1

Steps to reproduce:
1. Open Fennec App
2. Browse to http://people.mozilla.com/~mfinkle/fennec/addons/
3. Tap on any .xpi file
4. While the popup is displayed on the top of the screen, scroll down the page until to its end.

Expected result:
When the page reach up to its end, the popup should still be displayed on the top of the screen.

Actual result:
When the page reach up to its end, the popup will scroll up as the page does.

If we move to doorhangers, this should be fixed by them.

TC https://litmus.mozilla.org/show_test.cgi?id=15036 fails due to this bug.
