See bug 650933 for locales dropped in 4.0. mn was also dropped in 3.6. It would be great to ignore those locales in bumper.

The patches worked fine for 5.0.1 -> 6.0 update verify bump (no locales added nor dropped). Still need to test using 3.6.x MUs.

Tested the patches in staging against 3.6.20->6.0b5 MU.
Attached is the automatic MU update verify bump commit. You can see that added and removed (bug 650933) locales are not in the list.

For the reference, 
locales added: ak, br, bs, en-ZA, hy-AM, mai, nso, son, zu
locales dropped: as, ka, lg, oc
