All localizable materials, including psm help files, should be in the language 
pack. The materials in the pack are delivered to translators at the same time 
and in the same package. Any materials outside the pack must be handled 
separately and particularly. This wastes time and money. When language packs are 
added to the product, only files that are inside the language pack are changed 
to the new language. This means that for every language we release, localization 
engineers have to do extra work to handle any exceptions. This wastes time and 
money. PSM help files are currently the only exceptions.

Current plan is to integrate fully PSM help with the rest of the help content
for next major release.
