Some of the functionality of the appshell window mediator need to be repackaged 
and moved or copied into a component.

Slightly modified versions of the above patches have been checked in after 
consulting with the authors of the testbeds. So, it's built and in and hooked up 
everywhere. Putting this bug to sleep.
