auto dial helper does not pop up when open web page.

Firefox3.6.16 works well, but Firefox4.0, Aurora5.0a2 and Nightly6.0a1 fail.

Steps to Reproduce:
1. Disable all network adapters.
2. Setup dial up network (Reffer to http://support.mozilla.com/en-US/kb/How%20to%20make%20Firefox%20automatically%20dial%20up?s=pppoe&as=s )
3. Restart Computer
4. Start Firefox with new profile
5. Open any Web Page

Actual Results:
 auto dial helper does not pop up

Expected Results:
 auto dial helper should pop up

Oops.  I know that this is my fault, but I'm really swamped with Q2 stuff for the editor, so if you have someone else in mind, I would be really glad.  But let me know if I'm the best one to work on this...

I was working on the dialer in the past, so I'll take a look, but not very soon.  If anyone else want to check this, feel free to reassign.

For now I'm releasing this bug.  But it is still on my radar and if not taken by someone else I can work on this later.
