This may be better handled in the forums at http://support.mozilla.com/ What version of Chatzilla are you using? Did Chatzilla ever work for you, or did you just install it and found it broken? If Chatzilla used to work, what changed around the time it stopped working? Firefox upgrade? If so what was the old version you were using?

At the moment, I am using the latest chatzilla 0.96.1 Id worked for me in an older version of firefox before 3.6x Once I upgraded Firefox, it did not worked anymore and this error comes. Even, when I deinstall and reinstall chatzilla on the new installation, this error appears. Not only on this computer, also on a system with win7 home and Firefox 3.6x. Where is this utils.js located ? Locally ?
They problem is almost certainly that you put garbage into the "Auto-load scripts" list in Global Settings > Startup area of preferences. Open "about:config" in Firefox, search for "extensions.irc.initialScripts", right-click it and select "Reset".
OK, this helped. tnx
