Details
With 178, Socorro has a revamped configuration system. It now supports the direct use of .conf, .ini or .json configuration files. The contents of the original .../scripts/config are obsolete.
In addition, the 'start...' files in the scripts directory are obsolete and have been removed from the project. The executable applications are now spread throughout the socorro tree. They are all designated with a name ending in _app.py. They can be invoked in situ or via the new generic app in .../socorro/app/generic_app.py
We need to come up with a strategy to move from the existing system that uses shell files and environment variables to set config parameters.

these changes are currently only in the .../branches/lars-178dev1 tree. I'm in the midst of merging trunk into that tree. I will hold off merging back into trunk until we've got an integration plan.

The merge/add will happen at the onsite. I think that will be 2.3
