If you look at chatzilla.jar - which is an optional package according to rginda (see bug 63508) - adding this .jar as an install into MozillaTranslator 4.36, it will read all the files in this package, even if they're not inside locale/ directory inside the .jar. As this package contains (as it should) content, locale, and skin files, MozillaTranslator should be able to seperate those and only read locale/ directory, and only include that in a localization .jar file built with that tool. The same should be true for other optional packages as they should use chatzilla's structure as an example.
