MozillaTranslator should be able to create one .jar file for multiple installs (e.g. main Mozilla and ChatZilla). This issue derives from the discussion in bug 63508, I'm citing from there: "Additionally, it _is_ possible in current structure to include chatzilla localisation in language packs, though MozillaTranslator doesn't handle it this way, afaik. If you include a directory with chatzilla files, and include referencs to it in RDFs of your language pack (manifest.rdf or contents.rdf), you're able to include this localisation into your single language pack (you have to create it manually though)."
This feature gets another facette with with the splitting of platform-specific and cross-platform code, and with splitting language and region content. Ideally, you would use one xpi to install content for your langauge, region and platform (either have 3 xpis for 3 platforms or having an install.js which automagically selects the right .jar for your platform). In all those cases, you need to keep more than one .jar in your .xpi I propose a "write xpi" dialog, that gives you checkboxes for every install you have, and you just check which installs' jars should go in the XPI. the jar names are taken from the "edit install" window, see bug 71289.
