When mozilla is already open, double-clicking mozilla.exe to start a new
instance does not work. You have to use File/New navigator window, which is very
annoying.
Reproducible: Always
Steps to Reproduce:
1. Start mozilla
2. Try and start it a second time without closing the first
3.
Actual Results: No new browser window is opened.
Expected Results: Opened a second instance of mozilla.

Dup of mostfreq bug 50424. Btw, the most frequently reported bugs are listed
at http://www.mozilla.org/quality/most-frequent-bugs/.
(Actually, the most likely result once bug 50424 is fixed is for a new window
to be opened from the existing instance. There have been problems with
multiple instances corrupting history in the past, but the ability to launch
multiple instances might be added back in bug 40109.)
