Right now, you only get an offer to diff if there's a previous sign off on this appversion. For the new scheme, it'll become more important to actually diff against the previous appversion, when there's not currently accepted signoff on this one.

This depends on being able to do cross-repo diffs (bug 655942), and we should only fix that for the new signoff view, bug 565358.
