Firefox is closed. While in my email program, when I click on a link, Firefox opens to that link with no system restore option.

Reproducible: Always

Steps to Reproduce:
1.Close Firefox
2.Open another program with a link
3.Clicking on link will open Firefox

Actual Results:  
No session restore option

Expected Results:  
Should have session restore option
