Steps to reproduce:
1. go to https://markup-dev.allizom.org
2. start making a mark

Expected:
As the user begins drawing a mark the background should transition out to a blank canvas.

Actual:
The home screen background text does not transition out to /mark/new/

Actually, I can verify that it is. I've cleaned my cache and everything.

I instantly regret saying that. Fixed the main problem, but the browse marks button is still being displayed. I'll keep workign on it.
