We missed adding a menu overlay to the Scratchpad window that duplicates the various Firefox top-level menu items on the Mac. See https://bugzilla.mozilla.org/show_bug.cgi?id=656544 comment #1.

Does this actually make sense? Do we need a bunch of disabled menus in the Scratchpad? The menus that are there all have a purpose. Does it actually violate some UX principle to have a changing menu bar?

What's all disabled?  I don't have a mac so I can't check, but as I recall this will be adding everything that a normal browser window has, most of which doesn't actually get disabled ever.
Lessee, in the case of the Download Manager (which would probably be roughly equivalent to the Scratchpad in terms of menu functionality), the View menu's items are entirely disabled, History Forward, Back, Restore Previous Session are greyed out, Bookmark this page, Subscribe, etc. is disabled...

The menu bar is going to look different on Mac when a user opens the Scratchpad anyway because we're adding, Environment and Execute top-level menus anyway.

I think we should WONTFIX this.
