We should change the current code to package ucvja, ucvko, ucvtw, ucvtw2 and
ucvcn into different xp files

how about

i18nja.xpi include ucvja.dll
i18nko.xpi include ucvko.dll
i18ntw.xpi include ucvtw.dll and ucvtw2.dll
i18ncn.xpi include ucvcn.dll

We should then add download on daemon code to download them and install when we
ask a UnicodeDecoder or UnicodeEncoder and they are not available.

devditz and ssu: we probably need your info about how to make it happen.
We probably can save up to 300K of compressed download size for English user on
top 100 URL by doing this work . Mark it as P2 and moz 0.8

what a hack. I have not touch mozilla code for 2 years. I didn't read these bugs
for 2 years. And they are still there. Just close them as won't fix to clean up.
