This was not caught by our tests. jamie confirmed that this still works in Aurora. So the regression window is between the Aurora branch and now.
Regression happened on April 20, the April 20 build is OK, the April 21 build is failing: http://hg.mozilla.org/mozilla-central/pushloghtml?fromchange=45b20f137549&tochange=46fdf12082d4
It doesn't work at all. If you clicked on the same page link, the page was scrolled to the link target, then scroll the page to link again and click it - nothing happens. We could push a11y mochitest for that but the bug is not inside the a11y.
