When i install a persona, it does not draw the image over the window border, or the windows buttons.

Reproducible: Always

Steps to Reproduce:
1. Install any firefox persona

Actual Results:

Expected Results:  
The windows border padding appears solid, and the persona image is wrapped around the entire browser frame.
