Details
as/toolkit/chrome/global/intl.properties file contains English (US) settings rather than Assamese. It needs to be fixed.

This problem needs to be fixed in Firefox 3 onwards all other releases as all of them are in use.

This is only a problem for linux distros shipping multi-locale setups, right?
Also, fx3 was EOLed back in March 2010, https://developer.mozilla.org/devnews/index.php/2010/03/30/firefox-3-5-9-and-3-0-19-security-updates-now-available/, why would we want to go in and fix that? 3.5 isn't going to be supported for long.
We're not shipping 'as' on 4.0, and I don't think it'll make it for 5.
I'd suggest to focus on a good localization on aurora, and not spend too much time landing things in CVS or whatnot.

Changed general.useragent.locale to 'as' for both aurora and beta and pushed them.
