as/toolkit/chrome/global/intl.properties file contains English (US) settings rather than Assamese. It needs to be fixed.

This problem needs to be fixed in Firefox 3 onwards all other releases as all of them are in use.
This is only a problem for linux distros shipping multi-locale setups, right? Also, fx3 was EOLed back in March 2010, https://developer.mozilla.org/devnews/index.php/2010/03/30/firefox-3-5-9-and-3-0-19-security-updates-now-available/, why would we want to go in and fix that? 3.5 isn't going to be supported for long. We're not shipping 'as' on 4.0, and I don't think it'll make it for 5. I'd suggest to focus on a good localization on aurora, and not spend too much time landing things in CVS or whatnot.
We'll want this fix in for beta, too.

Changed general.useragent.locale to 'as' for both aurora and beta and pushed them.
