Steps to reproduce: 1. Navigate to a page that will require scrolling in landscape mode but not in portrait mode, e.g. the Firefox Start page. 2. Turn the device such that Fennec is in landscape mode. 3. Make the URL/titlebar is fully visible if it isn't already. 4. Pan (scroll) the page downward slowly. Expected result: The scrollbar only moves downward. Actual result: The scrollbar appears to move upward as the URL/titlebar pans off the screen; then, the scrollbar appears to switch directions and begin moving downward.
