A prime example is triaging a bug. If you set the Hardware, you're zoomed into the hardware and given a popup too. Why do we need both? The popup is enough given that users are likely to either be taken to another page after such an action or will need to scroll down the page to get to the rest of the content.

I think this depends on the zoom level of the page, if the page content is very small you likely want to zoom in.

if the page is that small, the user will have likely zoomed in to a sufficient level in order to select the element with precision anyway.

The current behavior is to zoom in. The same behavior is going to be implemented in Native Firefox - Bug 725018. Setting this to be an enhancement request.
