Currently, if the tegra is up, cp will aggressively keep the buildslave process going. During times of heavy load, this means we can't easily take tegras down without burning.

quick solution would be to add a semaphore for downtime, could even "borrow" the error.flg semaphore

per irc w/aki, bear: this is nice to have, but so far it hasnt been needed often (annecdotally 2 times in ~6 months). Clearing whiteboard. If this becomes a problem, we can revisit.
