Fallout from bug 636792, but time for its own bug since it's now two weeks old, and one quarter of the reasons we now have to have browser-chrome hidden since it moved over to the mozilla-central tree.
http://hg.mozilla.org/mozilla-central/rev/e6ded63249b8 I'm not closing the bug since looks like this is just a temporary disable. please close it if I'm wrong.

We disabled half a dozen browser-chrome tests on Android in the process of making it visible on mozilla-central (which is the actual definition of tier 1, so that's already complete); no reason why this one disabled test has any more effect on whatever that whiteboard annotation is tracking than any of the others.
